It’s a splash block!
Would RecommendLike I said, it’s a splash block- used at the base of a gutter down spout to encourage water flow away from a structure- in my case a shed. You need the ground to be at a decline away from the building already to get the best benefit from what I can figure. It’s not the same as having extended gutter downspout extensions- but for my shed, it works just fine!
