Can this be used to resurface a cinder block wall? The wall has spots where water has made the outside flake off up to a 1/2 inch.


The Sakrete Surface Bonding Cement would be the better Product to use. However, the surface will need to be cleaned to remove any loose material, debris, dirt, paints, and or sealer.
