Can this product be used to repair small cracks and damage to a concrete floor prior to applying an epoxy coating?


If the cracks are a minimum of 1/2" deep and 1/4" wide, then yes you can repair them. As far as the epoxy is concerned, you will need to consult the epoxy manufacturer to see how soon you can place the epoxy over the new material.
