Can the concrete be placed in a post hole dry and let it set from moisture in ground and possible rainfall?

Carmen, do not use Sakrete for a dry a pour. This is NOT a recommended practice. We would recommend first pouring 1/3 the amount of water needed for this mix into the hole, then pouring the dry mix into the hole. Then you would pour in the other 2/3 of water into the hole, allowing the mixture to self-consolidate in the hole. You can also mix the bag with the recommended amount of water outside the hole first and then pour it into the hole. These are the only recommended practices that can be used for this concrete mix.
