Driveway use?

Often we forget that our car weighs about 3000 lbs! I dont get a picture of the "form" that you are using but my guess is that you pour conrete or similar product into the mold to make a rock like step. These are good for walkways, but not very good for driveways. Mostly due to the fact that my 200 lbs is no comparison to my cars weight. This MIGHT work if your driveway is completly constructed. That would mean you would have to remove the dirt and lay a compressed gravel base up to near level, then place these stones and fill in around them.
