Can I use this at temperatures below 40 degrees.

In order to apply QUIKRETE® Quick Setting Cement when weather is forecast to be below 40 °F (4 °C) during application or within 24 hours, special cold weather precautions are required. These include, but are not limited to, utilizing water and material that have been warmed to the specified temperature for the existing environmental conditions, blanketing the placed product, heating the substrate, etc. The material, water, and the surface on which the material is placed must be at a temperature above 32 oF (0 oC) prior to and during application. The application should be maintained above 32 oF (0 oC) for at least 24 hours.
