Can you use this with sand to lay brick steps in the garage?

To build the stair case itself, yes you can use this material mixed with mason sand. However, you will need to use the Sakrete Sand Mix on the step/tread areas of the stairs. Sand Mix has wear resistance and the Type S does not.
