It is a bungee cord

 Would Recommend

I like the flat aspect of it but beyond that let us be serious, it is a bungee cord. It is supposed to stretch and hold stuff, which it does just fine. No issues what-so-ever. I mostly use it to hold the wheels of my bicycle from spinning while on my car rack. Works!
