Not a rust prevention paint

The project im working on now is a large gooseneck trailer thats sitting outside, having used about 4 types of primer over the course of the restoration I can honestly say this is the best rattle can spray quality, but it has been the WORST at preventing rust in between coats, sometimes 3 or 4 days in between. Its been 3 days and rust has started penetrating the primer coat. Its so bad that even some of the finished areas that this primer was used on are showing rust through the finish coat. Whi...
