I hate to say but most likely someone returned this with a bottle of water and the staff didn't check the seal and put it back on the shelf. I went to the store this afternoon and was told not allowed to refund. So the honest people got hurt while the bad guy had the money. I would recommend checking the seals before check-out at Lowe's.
