Why can the length be cut, but not the width?

The plastic / vinyl slats can be trimmed (shortened) with heavy shears - piece of cake if you take your time. Shortening the width requires removal of slats, and shortening both the headrail and pull cords. There's a lot of mechanism up there to deal with and something I sure wouldn't attempt.
