Does this have to be connected to the top of the water heater or could I wall mount it and run flex tubing to the bottom intake?

We normally recommend pump be installed on the hot water output of water heater, if you have a dedicated return line, we suggest installing a check valve on the return line and sensor valve is not needed for return lines.
