Is it possible for the water pressure from the street to be too strong to allow the pump to work properly? What is the pressure of the pump?

The pressure from the street should not have an effect on the pump. The pump and the siphon valve is not there for pressure it is keeping hot water in your pipes so you have it when it is turned on.
