Yes, and I may end up doing that. It will eliminate the warm water that you get from the cold side when you first turn on the faucet to cold.

It will work if you have a dedicated return line. You will still have to plumb in the pump on the outgoing line of the water heater (as shown in the manual) and you will need to install a check valve into the return to prevent reverse flow. You can use the timer to control when the pump turns on/off. Thank you.
