I just spent an HOUR in my local Lowe's trying to find this and not a single person could help me. What part of the store are these kept in???

Assuming you are talking about the Swanson Tool Company CG100, 100 inch Cutting Guide, it is mostly sold out at almost every store. IF they have it in stock, you'll have to move quickly to buy it because their retail price (current, but subject to change) is so low that everyone wants one now. But to answer your question, this cutting guide (if available) is merchandised in the hand tool bay where all of the squares and levels are merchandised. Hope that helps!
