Can this be used as ground wire to run from the meter socket to the ground rods?


Hi, happy to help. No — a ground wire cannot be black. Under the NEC, only green, green/yellow, or bare copper are permitted for equipment grounding conductors. Black is reserved for hot (ungrounded) conductors and cannot be used as a grounding conductor.
