Yes, they absolutely cut 4/0. I use them for that nearly every day.

If you look at the photos for this item it shows a piece of what looks like 2-2-2-4 wire being cut, and I think it should work on 4/0-4/0-4/0-2/0 alum. wire.

NO, these cutters were designed for local telecom wires. Ethernet and phone are 24 awg. I doubt this would cut much larger 16 awg.
