what do you use to cut this with?

I just use a utility knife, the same as drywall. If you need to get uniform width pieces, you can run it through a table saw (use the finest tooth blade you have). Hobbyists use a hot wire to cut and shape polystyrene but the plastic coating will make irritating smoke.
