Do the bottom flanges have to be mounted on a flat surface (parallel to the stair treads and floor), or can they be mounted on an incline?


They should be mounted on a level surface. The balusters are all the same fixed length, so they can either support a horizontal rail or support a banister along the stairs themselves. But you can't put, say, two on each stair; you would have to put them evenly spaced, one per stair.
