Chair rail moulding is often used around the wall of a room parallel to the floor. It is typically seen installed about one third the distance between the floor and ceiling. This is where the back of a chair would bump or strike the wall hence the name chair rail. Ornate profiles can be created by stacking multiple profiles of moulding together such as a chair rail backer and the chair rail itself.
