It’s a cover.
Would RecommendThe blank plate does just what you would expect it to do. I fits perfectly and tightens securely with the screws excluded with the box. The plate does not have screws. I have no idea as to why Lowe’s wants a review for a blank electrical plate.

Excellent 👌 cover
Would RecommendVersatile and covert. No one knows that I punched a hole in the wall, they just think I've installed a junction box.
