Can this be used to encapsulate lead paint?

Rust-Oleum Zinsser B-I-N Shellac-Based Primer should adhere to lead paint, however, it has not been tested for sealing or encapsulating lead. If lead paint is scraped or sanded, it may release lead paint dust, which is extremely toxic. We recommend reading the specific warnings regarding lead on the product label prior to preparing the surface, and wearing a NIOSH approved respirator to control lead exposure.
