Can I use a regular bulb in this or one on those energy savier bulbs?

75 Watt or less, Type A bulb, which is a regular bulb.

any standard base bulb

The bases of some of the energy saver bulbs are too wide to fit inside the reflector of this fixture. To use this fixture with an LED spotlight bulb I removed the reflector from fixture (it is just friction fitted). The design of bulb itself focuses the light on my work area. I cannot recommend doing the same for CFL bulbs. The curly florescent tube would be unprotected and the light not be focused on your work.

Either one but do not eceded the recommended wattage.

It all depends on the temperature you will have it in. Those energy savier bulbs will have a short life if it is below 40 degrees. They have to heat up the gas to make light. It will take a little longer for them to get to full brightness. The old time incandescent bulbs will last as long as in the house year round will. And they give full brightness as soon as they are turned on.
