Can both shower heads be used simultaneously?

Yes. There is a valve that controls flow mounted on the side of the fixed shower head. The valve has three positions: (1) flow from fixed shower head only (2) flow from hand-held shower head only and (3) flow from both shower heads. When flow is from both shower nozzle heads (position 3), the force of the spray from each one is obviously reduced from when all the flow is from one shower head. Short people (like my wife) can't reach the valve if the permanent fixture is high, so I have to leave it set where my wife likes it.
