Does this count as the moisture barrier on a concrete subfloor?


This would not be considered a moisture barrier. The best process is a paint on sealer If you have high permeation of moisture from your slab. Then install the pad after it cures according to the manufacturer of the sealer. A test is to take a large clear tote and place it upside down on your floor, seal it to the concrete floor with removable silicone, then in 3-4 days look for clouding or moisture in it. If it dose not collect moisture that is a good sign of a lack of vaporization from the concrete at least in the time of year tested, summer test are the best for accuracy.
