would a good glue hold the harware? I cannot drill any holes.

Maybe. They are very light weight. However, any glue that would hold them would cause more wall damage on removal than the drilled holes would. Also, while it might hold, the stress of being pulled up and down would likely rip out the glue and the wallboard pretty badly.
