Can this be use with peel and stick vinyl tiles on a backslash?

The Power Grab Ultimate would not be recommended for this intended use with peel and stick vinyl tiles for reasons that the adhesive more than likely is not compatible with the self-stick adhesive on the tiles. There are many different types of peel & stick tiles on the market and because an adhesive is already present it is not possible to know what the end-result will be. You should consult the vinyl tile manufacturer for additional assistance
