Can this be used to unfreeze a pipe leading to a toilet?


No it cannot. The AHB is used only on water-filled metal or plastic (including PVC and PEX) supply pipes. Do not use for anything else, such as drain lines, empty water pipes, fuel lines, steam lines, hoses, gutters, etc. Pipes must be at least 3 feet long and at least ⅜” and no more than 1 ½” in diameter.
