Will this cable start a fire if held against plywood, or any wood products?

It is unlikely that a fire would be caused by the cable touching plywood because the cable is warm to the touch. It is recommended to wrap the entire pipe and AHB cable including thermostat with fiberglass or other equivalent non-flammable foam insulation made for pipe application. This would prevent the heating cable from making contact with anything other than the pipe itself.
