I have a landing that measures 40" and then stairs going don for another 32" can I use this product for this. Can it be cut?

Yes you can but you would require a few extra pieces and elbows to make the transitions - best bet is to call the manufacturer to give you the extra part numbers you would need prior to ordering through Lowe's.
