Hello, My question about this shade is should I order exactly what I measured or an inch less? I measured 29 in do I order that or 28 in?

Thank you for your question. To determine the size shade you need, you will take a 1/2" deduction in width. This will allow for a 1/4" space for inside window frame mounts. The actual size width of this shade is 29 inches.
