Original Poster here - It's a Lutron Caseta Wireless dimmer. The package states "Dimmable LED up to 150W" I replaced the dimmer with a new one (in case it was defective) and I got the same results. Also I should note that when the lights do work, there is a buzzing sound.

make sure you're using a dimmer that is compatible with LED.
