Does this have to be mounted to the last rung? Can it be mounted to the next to last rung?


Yes...BUT, the side rails of the ladder will be above the resting point of the stabilizer which may cause the ladder to rest against the structure (house) before the ladder is at the safe and proper angle for climbing.
