One works fine. Other one lights would not come on wreath except inexcept in OFF position? Both worked last year.

Hello Cindi! Try reversing the PLUG into the other outlet to see if the same thing happens. If you are still having a problem return the plug to the store you bought it from and explain what's happening when you plug things in. It "MIGHT" be a defective plug. I am using the SAME plug type with no problems now for the past 3 years.
