Can any dimmer be used (such as an X-10 system in-wall dimmer)?

I am using 1 dimmer switch to dim 4 of these lights wired together. If dimmer is at lowest position when switched on, the lights do not come on. Have to move control to brightest position to get lights to come on, then adjust light level downward.

Housing and light look well designed, the downside is the ballast. When dimming the light, the LED flickers and flashes. There are certain light levels where it does flash constantly. The high points are the construction and access to wiring connections.

I purchased the Lutron C*L dimmer TGCL-153PH-WH and it didn't work at all with these lights. I had to go back to the original regular non-dimmable switch. Also, in the instructions that come with these lights it says in bold DO NOT USE WITH A DIMMABLE CIRCUIT. Very confusing.

This fixture is dimmable with a triac (forward phase electronic) dimmer. Dimmers tested to be compatible with this fixture are the Lutron: Diva® C*L™: DVWCL-153P* or DVCL-153P*, Lumea® C*L™: LGCL-153P*,and Toggler® C*L™: TGCL-153P8. Not recommended for use with motion sensors, light sensors, timers or any other external controls.

I have that LED lightbar mounted in a bookcase behind me and my computer. It's turned on now. I installed a standard light switch box on my computer desk with a Dimmer for LED from my local Electrical Supply and it DIDN"T WORK. I gave up on the dimmer, found that its not super bright, and doesn't need a dimmer. Uses hardly any electric wattage. Been looking for some incandescent replacement bulbs for our dimming lamps. I find that even when it says dimmable, most of these China bulbs leave a lot to be desired. Another problem with LED Bulbs, when mounted horizonal, such as some ceiling lights, the light comes out of the end of those bulbs rather than the side. The GE LED, equal to a 60 Watt incandescent dimmable, I have two, and they work .
