"can the strip light be cut shorter?"

Yes it can. There are no directions for this in the package, but I successfully shortend mine. I did remove the silicone cap from the end, cut it to the length needed with sharp side cutters at the same location the factory does on the circuit, and finally reattached the cap with some silicone clear caulking as the manufacturer does.
