On the utilitech work lights on the tripod, are the lamps adjustable to point the lights towards the ground or upward?

Yes - you can position them in virtually any position from straight up to straight down or any degree in between. You could easily use them as runway landing lights or to bake gophers out out their holes. (the lights do tend to get a bit toasty)

Will not point at the ground without modification. So a little below parallel to upward.
