Will this work on LED lights mounted on the ceiling of a porch?

Current packaging clearly states it is fine with LED bulbs and I have been using it with LED bulbs without issue. Older versions may not have been suitable so be sure if you have a question to look at the front of the package which shows it is fine for LED, CFL, halogen or incandescent bulbs.

Despite the packaging suggesting that this device works for LED, CFL, halogen and incandescent, the specifications are only for incandescent and fluorescent lighting. I contacted technical support and they confirmed that the device does not support LED's. However, I bench tested the device and it seemed to work with a single 40w (equivalent) LED bulb. It did not work with the candelabra LED bulbs in my outdoor fixtures. I think performance will be highly dependent upon the LED bulb specifications. If the application is critical, I would elect to use a different photocell switch intended for LEDs.

Yes, this will control your LED lights as long as the photoeye is installed in the 120 volt wiring ahead of the LED lights.
