Can the bottom bar be removed

Yes. You can remove the lower hanging bar. However, this unit is not very sturdy and removing the middle bar makes it less sturdy and likely to sway a little more. Overall it is still fine but can't put too much weight on it (no heavy sweaters, shoes, etc)
