How to turn it on & off? Does not seem to move from middle position.

Hi Diane! The on/off switch for this solar lantern is a slide switch located inside the rubber cover. To operate it, gently slide the switch left or right (the movement is quite subtle). Once turned on, make sure to place the lantern where the solar panel can receive direct sunlight to charge properly.
