Can kitchen cabinets be installed over this flooring?

Unfortunately, the Style Selections Rigid Core Floating Luxury Vinyl Plank should never be installed under kitchen cabinets, as the weight of the cabinet/countertop material will create a pinch point in the floor which can cause it to buckle or come apart. So we would recommend installing your new flooring after the cabinets go in, leave 1/4" expansion around the perimeter, and cover it with a quarter round to finish off. We always recommend following the warranty and installation guidelines (found in each carton, or on the product page of Lowe's website) prior to installation.
