This will be installed between the meter and the circuit breaker box so does this box get grounded to a driven ground rod?

This disconnect has the first OCPD so this is where the neutral gets grounded to at least one ground rod and to the metallic water piping within 5 feet of where the piping enters the building. The neutral bus must be bonded to the metal can. The feeder to the inside subpanel must be 4 wires and the neutral must be isolated from ground. You'll need to purchase and install a ground bar kit for the inside subpanel.
