Will this kill cochineal scale by itself or will I have to mix it with Malathion and Neem oil?

Thank you for your question. Cochineal scale are not specifically listed so we cannot guarantee the product will be effective. If you wish to apply malathion or neem oil; the products cannot be mixed together or with our product. They must be diluted and applied individually.
