Is the liquid level supposed to go down on the side of the bottle? I've tried using it twice and followed the instructions thoroughly both times and it's still full.

The bottle level should be going down and not filling up. The bottle should be dispensed after about 20-30 minutes. If the safety tab has been removed, you can try lowering the water pressure to resolve the problem. We also recommend gently squeezing the sides of the container to prime the inner hose.
