Is this 60 deg C wire or 75 deg C wire?

It's neither, NM-B cable is rated at 90 deg C. The NEC tells us that we must use the 60 deg C column to determine amperage ratings of NM-B cable and that column tells us that this cable is rated at 40 amps.
