Can I use this for 220v 40 amp ckt for a electric stove

First, you don't have 220 volts, you have 240 volts. You do not need 240 volts for an electric stove, it requires a 120/240 volt circuit which means you need 2 hot insulated conductors, 1 neutral insulated conductor and 1 grounding conductor so the answer is "NO", you cannot use this 8-2 NM-B cable. You should use 8-3 NM-B cable to get the required 4 conductors for your electric stove. You'll also need a 4-prong range receptacle and a 4-wire cord/plug for the range since electric ranges do not come with a cord.
