No—NM‑B (including 14/3 Romex) cannot be used outdoors, even under the eave, because it is indoor‑only cable and is not rated for wet or damp locations, and all exterior areas are considered wet locations by code. Was this Answer Helpful ? NM-B cable can never be used outside, not exposed and not in conduit. Outside conduits are classed by the NEC as wet areas and NM-B cable can only be used in indoor dry locations.
Was this Answer Helpful ?No.! The wire must be enclosed in a raceway protected from damage. Out doors wire must be in either PVC or EMT pipe. If your eves are enclosed the wire could be installed inside the enclosed space.
