Can I use this to run power to my shed just for outlets and lights

No, NM-B cable is for indoor dry locations ONLY and cannot be used outside at all; not overhead, not direct buried and not in conduit. ALL outside and underground conduits are classed by the NEC as wet areas.

You need to factor in your amperage and calculate voltage drop over the distance. I would run this in conduit if you are going underground. I assume you would be using a 30 amp breaker as well. just use the rule of 80% and you will be fine.

This 10-3 will give you 30 Amp total at your shed. If the run is over 100 FT you will likely see dimming issues when motors start up. If you plan to bury the wire a UF rated cable is suggested even if conduit is used.
