An L14-20R receptacle is a 125/250 volt rated 4-wire twistlock receptacle requiring 3 insulated conductors and one ground conductor. 12-2 NM-B cable cannot be used to feed this receptacle. For an L14-20R receptacle you need 12-3 NM-B cable.
