can this be used to hook up a 220 hot tub?

You do not have 220 volts, you have 240 volts. If the hot tub requires a 30 amp circuit this can be used to feed the spa disconnect. It cannot be used between the spa disconnect and the hot tub as this feeder is required to have an insulated grounding conductor and NM-B cable has a bare grounding conductor. Mot hot tubs require either a 50 amp or 60 amp GFCI protected 120/240 volt source.
